Pennsylvania Legislature to Begin Special Session on Property Tax Relief

Harrisburg – The Pennsylvania General Assembly begins a special legislative session focusing on property tax relief Wednesday, state Senator Bob Robbins (R-50) noted today.

"Reducing property taxes continues to be the overriding concern of taxpayers, and for seniors with fixed incomes it is an absolute necessity," said Robbins. "We passed legislation last year, Act 72, to provide school districts with an opportunity to cut property taxes and limit future tax increases. Few districts signed up, so we are again working to address taxpayer concerns."

"With the Special Session, we are looking at all available tax relief options," said Robbins. "There are quite a few appealing property tax relief proposals; however, each comes with significant ramifications that need to be fully understood. The key is to adopt one that has the best chance of offering real tax cuts and protections against future tax hikes. Whatever the plan, though, I am a strong proponent of giving voters the final say through a referendum."

Robbins noted that amongst the measures that would ease the tax burden on Pennsylvanians, Senate Bill 709 would require school districts to initiate property tax installment payment plans--either quarterly, bimonthly or monthly payments--for residents by the 2006-07 school year. Senator Robbins is also co-sponsoring Senate Bill 4, which would limit by statute state spending increases to the rate of inflation, and Senate Bill 884, which would allow voters to amend the state constitution to impose such inflation-rate spending limits.
